  What is the Plan about?

Why manage groundwater and surface water together?

Due to the strong hydraulic connection between the shallow groundwater system and the Ovens River, groundwater extraction reduces flow in the river. To ensure river flow targets are met, groundwater use must also be managed in a sustainable manner, and subsequently included in management rules.

What will the Plan include?

For the Upper Ovens, rules will be considered to meet specific objectives such as:

  • Ensuring flows for the environment
  • providing opportunities for equitable access for all water users
  • managing groundwater - stream interactions
