Notice of applications to amend Bulk Entitlement (Ovens System – Goulburn-Murray Water) Conversion Order 2004 and Bulk Entitlement (Ovens System – Moyhu, Oxley and Wangaratta – North East Water) Conversion Order 2004
Goulburn-Murray Water and North East Water have applied to the Minister for Water, the Hon Tim Holding MP, to amend their Ovens System bulk water entitlements under section 38 of the Water Act 1989.
The amendments are required to:

Improve the method used to estimate urban demands during times of restriction to ensure water supply security.

Modify the trigger which allows access to low reliability water entitlements to be consistent with the existing Ovens Operational Arrangements Agreement (an agreement between Goulburn-Murray Water, North East Water and North East Catchment Management Authority).

Improve the way natural flows are estimated for the Ovens River at Mulwala.

Streamline the approval process for future changes to Ovens Operational Arrangements Agreement.

Correct minor reference errors.
The amendments will not materially affect existing water users or the environment because they are administrative and operational in nature and do not alter the volume of water Goulburn-Murray Water and North East Water are entitled to take from the system.
