Topics covered include: seasonal outlooks, water trading, pricing, carryover, spillable water accounts, the water trading ballot, dairy washdown amnesty, end of season issues and more....

Informal meetings will run for approximately 2 hours and are free to attend. For dates and locations please see your area section below.

Carryover

Carryover allows you to carryover your allocations and water purchases from one season for use in the next season.  It allows you to manage risks for your business and plan with certainty - you know you will have water for use* or trade at the start of the next season

Improvement to 2010/11 carryover for the Goulburn, Campaspe and Murray systems

1. All water in your Allocation Bank Account (ABA) linked to water shares on 30 June will automatically carryover

2. You can chose to start the season with the equivalent of a 100% allocation on your high and low reliability water shares - to trade or use*.

3.  There are some new concepts

Spillable Water Account (SWA)- If you carryover allocation equivalent to more than 100% of your high and low reliability water shares, the extra water is quarantined in a SWA until the declaration is made or the storage spills. If the storages fill completely, water in SWAs will be the first water to spill - this protects the existing entitlements

Declaration - A declaration is made by the Water Resource Manager when there is a low risk of this spill happening.

4. If your ABA is linked to low and high reliability water shares, your carryover is recorded against your low then high reliability shares. > More Information

* trading rules and/or system operations permitting

Ovens, King, Broken, Bullarook and Loddon systems carryover rules are the same for the 2010/11 season. >More Information

Groundwater Carryover: Carryover rules are being established for a small number of groundwater management Areas. The rules will be communicated to these customers before the end of the season.

New Reserve Policy Goulburn and Murray System

A new reserve policy for the Goulburn system will come into effect in the 2010/11 season with the benefits realised in 2011/12. A similar policy will be introduced in the Murray system in 2011/12. Existing reserve polices remain in all other systems including Broken, Bullarook, Campaspe and Loddon.

The new Reserve policy will allow you to plan with certainty. Modelling in the NRSWS for the Goulburn System shows there will be a starting allocation, and the system can operate to deliver allocation and carryover even under the most extreme modelled climate change scenarios.

Plan Your Winter Needs

Please ensure you arrange for adequate on farm storage for all your winter water requirements as it is not possible to rely on channels as a source of water during the winter period. Even if your channel has retained water over winter in the past, current operational and maintenance requirements may result in all the water being lowered and making it inaccessible.

Water Trading Ballot

On 12 July 2010 a ballot will take place to determine the processing order for applications  for 2010/11.  The ballot is required because it is anticipated that there will be large volumes of applications to trade water out of the irrigation areas.  Applicants are reminded that the ballot only determines the order for processing applications it doesn't determine whether they are successful

Applications for the ballot will be only be accepted from Monday 21 June to Friday 9 July with all applications submitted during this period will be deemed to have been received on the same date.  Any applications submitted before or after this period or submitted in previous ballots will not be included in the 2010/11 ballot.
