How pricing is reviewed - Frequently Asked Questions
Why does G-MW review pricing each year?
Each year G-MW reviews and adjusts prices under the price approval process administered by the Essential Services Commission (ESC). This process began in June 2008, when the ESC determined a revenue cap to ensure that G-MW funds its operations efficiently.
What is a Revenue Cap?
A revenue cap is a limited amount of revenue that G-MW must fund its operations from, it applies for the entire Water Plan 2 period, ending 30 June 2013. The revenue cap cannot be adjusted without extensive consultation with customers and the review and approval of the Essential Services Commission.
What does G-MW take into account when determining price?
G-MW reviews historical expenditure and forecasted budgets to determine future year prices. Through this process G-MW will examine:
- Operational Expenditure - these are funds paying for the management and operation of the irrigation system, such as labour and maintenance
- Capital Expenditure - these are funds spent constructing and maintaining physical assets, such as water storages, channels and irrigation infrastructure (those not covered by NVIRP) and information technology
- Adjusted Volumes/Deliveries
- Historical under/over recovery of revenue against the revenue cap
- Ensure proposed prices fit under revenue cap
- Year to year adjustments in line with changing local and regional priorities.
- Financial sustainability of G-MW
What is G-MW's consultation process for pricing?
G-MW has completed a first round of consultation with its Water Service Committees. We are now undertaking a second round of consultation and customers will be given the opportunity to provide feedback on proposed pricing through an online feedback form which is now available.
Key stakeholder groups will also be consulted through a number of face-to-face meetings with G-MW.
What does G-MW do with the feedback received?
G-MW records and reviews all feedback received and takes into account all views before making a formal submission to the Essential Services Commission (this may result in the final submission differing to the proposed prices originally consulted on).
When is pricing submitted for approval by the ESC?
G-MW will submit its proposed 2012/13 pricing schedule, along with all pricing feedback received, to the Essential Services Commission at the beginning of April 2012.
What happens once pricing is approved?
Once the Essential Services Commission and the G-MW Board approve the 2012/13 pricing schedule a summarised list of prices will be advertised in The Weekly Times at the end of June 2012. All customers will also be provided with a full price list prior to the new prices coming into effect on 1 July, 2012 in accordance with Australian Competition & Consumer Commission.
