General Manager Water Delivery Services

Warren Blyth

Warren commenced with GMW in September 2019 and is responsible for leading the Water Delivery Services which manages 70 percent of the state’s stored water and delivers this resource to customers and communities comprising about a third of the state.

He brings over 30 years' experience working in the agricultural sector with particular exposure in broad acre irrigation production.  As Agribusiness Manager at Melbourne Water, Warren led the development and implementation of the Western Treatment Plant – Land Use Strategy which has considerable area dedicated to irrigated crop, fodder and pasture production being delivered under a long term lease agreement with a private sector agribusiness partner.

Warren has held a number of senior management positions and brings to GMW considerable contract experience, having managed complex government and corporate contracts and working with various stakeholder groups to deliver sustainable and successful project outcomes. 

He has significant strategic and commercial acumen and understands the importance of working with and leading diverse teams to deliver safe and professional services.

General Manager Water Storage Services

Martina Cusack

A civil engineer with over 30 years of experience, Martina has worked in various engineering and management roles.

She has managed and directed many multi-disciplinary projects, and has considerable experience in project management, contract administration, strategy development and capacity building.

Martina has been involved in the operation, maintenance and recreational values at dams in northern Victoria for over a decade, and has led the GMW dams business for the last five years.

General Manager Business and Finance

Michael Gomez

Michael is a Certified Practising Accountant with over 20 years' experience in the public and private sector. He has worked in the water industry for more than 17 years at Melbourne Water, where he has led teams within Finance, IT and other business related functions.

Michael has a passion and experience for driving transformational change, and thrives on developing people and helping them to reach their full potential.

Michael also worked at BP in London as a financial controller assisting in the consolidation of international accounts and improving financial governance and reporting.

General Manager Infrastructure Delivery Services

Warren Jose

Qualifications: BEng (Geological), MEngSc (Geotechnical Engineering), MIEAust

Warren started with GMW in August 2019 and is responsible for leading the Infrastructure Delivery Services division, which provides design, construction and maintenance services to the Water Delivery and Water Storages divisions, plus external agencies such as MDBA and regional CMAs.

He brings over 25 years' Australian and international engineering experience in the design, development and delivery of complex infrastructure projects in the mining, civil, water and irrigation sectors. Prior to joining GMW, Warren led Murray Irrigation’s $250M infrastructure modernisation program, which was successfully completed and finalised recently.

Previously, Warren held roles of General Manager Infrastructure Delivery at Central Highlands Water in Ballarat, and Construction Manager for the $700M Wimmera Mallee Pipeline Project for Grampians Wimmera Mallee Water in Horsham.

General Manager People, Safety and Culture

Glenda Smith

After completing a multi-disciplinary degree that included geology and meteorology, Glenda was awarded a scholarship to study opera at the Royal Scottish Academy of Music and Drama. She combined a singing career with one in taxation, culminating as a Director of Taxation Policy across the UK and Australian Governments.

On looking for her next challenge, she completed a post-graduate degree in Strategic HR Management and a Masters of Business Administration. Glenda has worked in the Victorian Water Industry since 2005 in a Human Resources career that has included talent acquisition, HR Operations management, Organisational Development, and most recently managing the HR Business Partnering Team as an Executive at Melbourne Water.

Glenda joined Goulburn-Murray Water in July 2019 and is passionate about developing the capability that delivers community value.

General Manager Customers and Stakeholders

Kate Biglin

Kate joined GMW in July 2022, bringing a passion for customer-centric service delivery and expertise in community engagement and strategy development.

Kate has more than 20 years’ experience in leadership roles across the media and local government sectors. She has worked with communities to develop place plans, improve access to regional services and deliver community infrastructure. She has led community recovery following natural disasters, and with her family has also spent time volunteering on international projects including a Red Cross posting in the Philippines.

Kate leads the Customers & Stakeholders division, which includes the customer experience, water trading, land and licensing, and media, communications and engagement teams.

General Manager Strategy and Services Planning

Steven Abbott

Steven joined GMW in March 2023 and leads the Strategy and Services Planning division, which includes organisational strategic planning, asset management and investment planning, corporate performance and reporting, service planning, data governance and analytics.

He is a forward-thinking leader with expertise in all aspects of urban, rural and environmental planning, corporate governance, strategic leadership, organisational performance, policy development and community engagement.

Steven brings extensive public sector experience across local and state government as well as experience in the development of small businesses, community organisations and residential and commercial property development.

Steven enjoys engaging with people to understand community needs and aspirations, supporting fit-for-purpose and equitable services in varied situations, and leading change that delivers tangible positive outcomes within the community and environment.
